Garry Goodman has strings that might hold a high A at 28", but, well, there would be a lot of buts...
I know this is controversial every time I bring it up, but my main guitar has a high A at 23 5/8" and I have no issues with string breakage. I don't do crazy bends on it, because that's not really the point. I mean, any string will break if you bend it like a madman. I also have a shitty guitar (Samick strat copy) that I keep tuned EADGBEA, and it's 25.5". The high A sometimes self-destructs. It's happened before when it was just sitting in the stand. Maybe the wind blew too hard on it
, but I've used that string on that guitar with that tuning with fair amounts of success. Sometimes I get a bad string and it doesn't make it up to A, and sometimes I get a good string that will last me a month or so. I think that is maybe a sign that you are right at the limit. If you put a "normal" string on a 28" scale and tuned it to 440 Hz, I only see it breaking.
The O4P strings Goodman makes are advertised to handle A4 at up to 30". I'll warn you, though, that changing strings with those is a 2-day long process, and the strings, at least to me, feel kind of weird. But they 100% work if installed as directed. That is if he's even still making them...
